Francis had moved to Virginia where in worked in a guncotton plant at the time he registered for the draft. A member of the 4th Virginia Infantry when Virginia mobilized, he was assigned to E Company 116th Infantry. PFC Brown was wounded and later died of his wound(s) in the 116th Field Hospital on 13 Sep 1918.
PFC Francis was repatriated and is buried in the Wesley Chapel Cemetery in Dillard, Georgia.
